Yes. The Monitors feature checks a URL you specify roughly every 4 minutes and reports whether it's up or down, along with response time and an uptime percentage over time, all visible on your dashboard.
Note that this is a passive dashboard: it does not currently send you an email, SMS, or notification alert when a site goes down, so you'll need to check the dashboard yourself to see the status.
