A Splash page is a short "please wait" screen that appears before someone reaches your link's destination. You can add a title, a rich-text message, your logo and a banner image, and a countdown timer before the visitor is sent onward (with a "View site" link available immediately if they don't want to wait).
It's often used to display a short announcement, disclaimer, or branding moment before the redirect happens.
